There are daily flights, both for personal and commercial use, that go to Dominica so getting something shipped there via air mail is typically a pretty fast transaction, depending on where you ship it from.  Beyond this, they do accept ocean cargo freight liners with container shipping daily, although this is traditionally a much slower pace of shipping given its speed and the entire docking and undocking process.  Additionally you shipment's transit time will be affected by how many stops your plane or ship that it is traveling on has to make before reaching the Dominican Republic in the first place.  After it arrives, it will need to pass through Customs before being released for delivery so you will want to factor that step into the process as well.
